But there are reasons to believe that a new cease-fire agreement, signed on June 21, has real sticking power despite past misadventures in peacemaking between the two bitter enemies. The full text of the 22-point agreement, which was printed in pro-Saudi pan-Arab daily ASHARQ AL AWSAT and then subsequently run in Yemen's MAREB PRESS on July 7, contains some important moves that could help end a war in one region of what some have called a "failing state" and even a "new Afghanistan". At the very least, coupled with external pressures on both the Houthis and the Sanaa government, this agreement could ensure a measure of calm in Yemen's northern provinces, besieged by all sides and economically devastated over the past six years.
